7) Momo Yaoyorozu (No. 19)
Momo (Hero name: Creati) was one of the two students who got admitted into U.A. through recommendation. Her quirk, Creation, lets her produce any non-living object through her fat cells. The production of objects also depends on the food she intakes.
Momo's leadership skills were evident in various instances, eminent in her fight alongside her batchmates against Gigantomachia in the Paranormal Liberation War arc. The My Hero Academia timeskip shows Momo and Jiro sitting together in the restaurant during the hero rankings celebration.
6) Fumikage Tokoyami (No. 17)
Tokoyami (Hero name: Tsukuyomi) showed his exceptional skills as a hero by ranking third in the U.A. Sports Festival arc. Under the supervision of Hawks, Tokoyami gained considerable experience, which allowed him to hone his combat skills further.

Bakugo has always been a confident character in pursuit of becoming the greatest hero. His self-confidence was seen in the U.A. Sports Festival arc, where he announced that he would win first place and did the same. As the deuteragonist, his influence in the story is phenomenal. He has always shown exceptional combat skills using his quirk, Engine, and played a significant role in Shoto's fight against Dabi in the Final War arc.
In the My Hero Academia timeskip, Tenya is one of the prominent heroes who tours elementary schools to make quirk counseling accessible nationwide. Ochako initiated the project by teaming up with Momo, Tsuyu, and Tenya. Tenya ranks number 13 on the Hero Billboard Chart and is still seen to be his disciplined self, which is one of his identifying features.
3) Eijiro Kirishima (No. 12)
Kirishima (Hero name: Red Riot) possesses the quirk, Hardening. His extroverted personality makes him the first 1-A student to develop a friendly bond with Bakugo. Kirishima's perseverance in the face of the enemy stems from his admiration of Mina. His benevolent personality, befitting that of a true hero, lets him provide major support in the Final War arc.
The My Hero Academia timeskip shows that Kirishima started his solo career as a Pro Hero not long ago. He ranks number 12 on the Hero Billboard Chart. Kirishima is still seen as his boisterous and perceptive self.
2) Mezo Shoji (No. 9)
Shoji (Hero name: Tentacole) was one of the My Hero Academia characters who received less spotlight as compared to other students of Class 1-A. It is not until the Final War arc that Shoji's history is revealed. However, he had always shown diligent battle tactics, notably in the Forest Training Camp arc and the Paranormal Liberation War arc.
Shoji's most impactful battle in the Final War arc led to him winning awards, as seen in chapter 430. So, it's no wonder that his popularity rose with him ranking number 9 on the Hero Billboard Chart. In chapter 431, Shoji is shown to enjoy the celebration at the restaurant along with his former classmates.
1) Shoto Todoroki (No. 2)
Shoto (Hero name: Shoto) is the other Class 1-A student who got admitted into U.A. through recommendation. He is one of the most popular My Hero Academia characters, always ranking in the top 10 in the Japan popularity polls throughout the years. His quirk and appearance, along with his effortlessly humorous demeanor, have won the hearts of not only fans but also those of the characters in the My Hero Academia universe.
Chapter 431 centers around the celebration at the restaurant with Class 1-A gathering in honor of Shoto's ranking at number 2 on the Hero Billboard Chart. He is now known as the Air Conditioning Hero: Shoto. His personality is still effortlessly amusing; he takes Denki's words at face value. He is seen conversing with Izuku and Bakugo, revealing his true wishes apart from being a Pro Hero.

Even though Bakugo won the real-life Worldwide Popularity Poll, his fictional ranking in-universe is low. Whereas Monoma and Shoji have ranked in the top 10.
