Moria likely joining One Piece's Cross Guild may be more problematic than fans think
One Piece has been the origin of many interesting characters who have played an active part in the story despite being the prime definition of a background character. While many characters hold the same position, Gecko Moria carries much more importance among background characters due to his Devil Fruit powers.
Gecko Moria, one of the former Seven Warlords of the Sea, possesses the power to manipulate shadows by handling them as tangible objects. The application of this ability, which allows Moria to create and manipulate zombies, makes it possible that he is reintroduced into the story. He can attempt to rob old pirate graves and acquire information about the Poneglyphs.

One Piece: Gecko Moria and the Cross Guild might become the next major antagonists
Gecko Moria is one of the earliest characters and antagonists to have made their debut within the series. Gecko Moria marked his debut during the Thriller Bark arc and served as the main antagonist for this said arc. While he was the main villain for the Thriller Bark arc, he also served as one of the antagonists during the Marineford arc. He later faded into obscurity following the Marineford war.
According to the narrative, Gecko Moria was relieved of his Warlord title shortly following the war, but he managed to escape assassination by fleeing into the New World. Gecko Moria later challenged the Blackbeard Pirates but was captured. Moria was later freed by Koby and Perona slightly before the Raid on Hachinosu.
Gecko Moria's current whereabouts are unknown, but given the potential impact of his powers and his recent involvements in the story, it is possible that he can be reintroduced. The Cross Guild, which essentially serves as a union of pirates as well as an organized opposition to the Marines, might just be the place where Moria is headed. This is especially probable due to even Mihawk and Crocodile, two former Warlords, being part of it.
While Moria as an individual has no remarkable qualities or values, his Devil Fruit holds value beyond measure. The Cross Guild currently holds no method of reading the Poneglyphs. Gecko Moria's zombies would fit into this very role and allow them to use the knowledge of fallen pirates from the previous era.
Although there are not many pirates, dead or alive, that could decipher the Poneglyphs, the fallen members of the Roger Pirates carry importance due to their knowledge of the Void Century. Not many members of the Roger Pirates have appeared in the story, but the ones that have been introduced possess power rivaling the strongest entities within the story.
Scopper Gaban could serve as one of Moria's new zombie assets, which would enable him access to many of the world's secrets. This might also lead him to someone who could decipher the Poneglyphs.
Even without the Poneglyph deciphering aspect, Scopper Gaban is one of the most influential and respectable Roger Pirate crew members which makes him a priority for Moria if he wants to rejoin the conflict.
Final Thoughts
One Piece chapter 1134 will be released on December 22, 2024, and will be available for reading on Shueisha's MANGA Plus platform. The One Piece story is currently in the Elbaph arc, with chapter 1133 ending with the reunion of Robin and Saul. Although the actual high-stakes plot of the Elbaph arc has still not come into action, it has already been triggered. This is evident due to Luffy and Loki's secret conversation.
