Insider notes on who's declaring for the 2025 NFL Draft: Penn St. QB Drew Allar's intention, 4 league-ready prospects, and transfer portal predictions

As we move into the final weeks of the college football season, underclassmen and even some seniors are making final decisions on the level of competition they hope to be playing on next year, college or the NFL. Here’s an update on several players from across the country, who are projected to be NFL bound.

5 college football players rumored to declare for the 2025 NFL Draft

#1 Drew Allar (QB/Penn State)

There's no denying it, like many other highly-rated quarterbacks entering the 2024 season, Allar has been disappointing. In fact, one can make the argument his best season was two years ago as a true freshman and his game has since flatlined.

Allar has all the traits to be an early draft pick and starter on Sundays, but his game has been streaky; he doesn’t deliver during the big moment, and he’s been too dependent on tight end Tyler Warren this year.

While I do not know Allar’s conversations with agents, everyone around the Penn State program I’ve spoken with expects the junior to enter the draft.

And though he’s not another Christian Hackenberg, if Allar enters the draft as expected, he will be overdrafted, as Hackenberg was.

#2 Kevin Winston Jr. (S/Penn State)

This is one of the more interesting stories. Winston suffered a significant injury during the Nittany Lions' second game of the season and has not been back on the field since, despite head coach James Franklin saying multiple times there was a chance the junior could return.

One year ago, Winston led the Penn State defense with 60 tackles and broke up five passes. The rumor around State College is Winston will enter the draft and has already chosen an agent, though I’ve received no confirmation of this.

#3 Shavon Revel (CB/East Carolina)

Revel is not an underclassman; rather, he’s a fourth-year senior. Yet he was limited to three games this year after suffering a season-ending knee injury in practice in September.

Revel, who was graded as a Day 2 pick by scouts before the season, could take a redshirt year, then return to ECU or another program via the transfer portal and try again.

Yet I am told Revel is in the final stages of picking an agent and is expected to enter the draft. Combine medicals will be critical, as they will dictate his return to the field and affect his final draft grade.

#4 Mike Green (Edge/Marshall)

Green is a player who gets little mention outside the scouting community, though I’ve written about him often. In fact, he was my sleeper prospect during the Week 7 edition of risers and sliders.

Green is one of the better pass rushers in the nation and has recorded 13 sacks, 13 hurries, and 17.5 TFLs this season. Mike Green had another knockout game in Week 12 against Coastal Carolina. He recorded three tackles and two sacks.

Sources close to Green tell me he is 100% entering the draft and is close to picking an agent. Could he reverse course and transfer to a Power 5 school that comes calling with a huge NIL deal? It’s possible, though I expect Green to declare himself eligible for the draft.

#5 Jordan Phillips (DT/Maryland)

Phillips is a player I wrote about glowingly over the summer during my Maryland preview, grading him as a third-round prospect.

And though his production has been a bit disappointing this season, he’s shown the same attributes in 2024 that impressed me last year: power and the ability to occupy multiple blockers and free up teammates to make plays on the ball.

I’m told the expectations are Phillips will enter the draft, and if he doesn’t land in the third round, he’ll quickly come off the board on Day 3.

Maryland is expected to undergo a coaching change after the season, and I’m sure other colleges will attempt to scoop up Phillips, who’s just a third-year sophomore.
