Dragon Age The Veilguard walkthrough: How to complete the Arrangements quest
Playing through Emmrich's quest line in Dragon Age The Veilguard helps reveal his true self beyond being an incredibly skilled Necromancer. One such quest is termed "Arrangements," and has you return to the Grand Necropolis Gardens which you may remember from a previous quest for Emmrich, Walking The Graves.
Arrangements explores Emmrich's desire to become a Lich, and has you join him in a ceremony that he had previously expressed his intention to undertake. Below is a guide on how to complete this quest in the game.

Completing the Arrangements quest in Dragon Age The Veilguard
Travel to the Necropolis Halls after speaking with Emmrich, and head to the marked location in the Memorial Gardens area. Interact with the marker to begin the quest, which will trigger a small cutscene. On your first dialogue prompt, choose any option. However, later, make sure not to choose "You're joking. Aren't you?" when prompted, as Emmrich does not approve of it.
Once the cutscene ends, Emmrich will ask for your help gathering flowers for the ceremony. Follow him, and interact with the various markers to collect the necessary flora. Keep collecting flowers until a cutscene plays, after which more flowers need to be gathered. All the while, Emmrich keeps conversing with Rook about Lichdom and his desire to be a Lich.
As mentioned, collect flowers from the four marked locations once Emmrich asks you to continue with the flower picking. When finished, follow him to a location with two graves and he will ask you to place the flowers on the graves. These are the graves of his parents, and he will ask you to introduce yourself. Choose "Pleased to meet you" to receive approval from Emmrich.
After some more conversation, the quest will draw to a close once the cutscene ends. Through the mission, Emmrich has expressed his desire to become a Lich while honoring his parents' gravestones with some flowers.
For your time, you will receive 500 XP, 150 Gold, and a Codex update along with a new keepsake termed "Crowned Focus" for Emmrich.
