The Cuirass Exoskeleton is located in the SKD Assembly Unit, a large building in the Cooling Towers region, situated north of the Concrete Factory. To find it, enter the SKD Assembly Unit from the east entrance and take the stairs on the left. Ascend through multiple levels until you locate a ladder leading to the topmost rafter. On this rafter, you'll find the armor resting on a shelf.
