Starcaller's Watch stats, effects, and materials in Genshin Impact
Leaker HomDGCat has provided information about Citlali's possible signature weapon, a 5-star Catalyst called Starcaller's Watch. The following are the weapon's stats and effects, as per leaks:
- Base ATK: 542
- Secondary stat: 264.6 Elemental Mastery
As hinted at by Citlali's kit leaks, her shield scales off her Elemental Mastery, which means that the more EM she has, the better. The high Elemental Mastery secondary stat on Starcaller's Watch makes this the perfect weapon for her. The weapon also has the following passive effect, as per the leaks:
"Offering Unto Wind and Sun: The user has their Elemental Mastery increased by 100 / 125 / 150 / 175 / 200. When creating a shield, the equipping character triggers the Scrutiny effect, which lasts 10 seconds. While the Scrutiny effect is active, DMG dealt by the active character to enemies within a close range is increased by 24% / 30% / 36% / 42% / 48%. The Scrutiny effect can be triggered once every 15 seconds."
The supposed passive effect of Starcaller's Watch gives even more Elemental Mastery, while also increasing DMG dealt to enemies in a close range. The close-range clause is not an issue because most Catalyst users don't deal long-ranged damage. This weapon cannot properly be used by DPS Catalyst users who need CRIT Rate/CRIT DMG/ATK stats, but it can function well for other characters who scale off Elemental Mastery or need EM for their skills.

The Cryo shield that Citlali creates via her Elemental Skill scales off her Elemental Mastery, meaning that she needs a lot of EM stats, which her signature weapon helps her with.
