The 1998 World Cup oversaw the highest number of goals scored by all the nations, with France topping the goal-scoring charts with 15 goals.
On the other hand, the 1954 FIFA World Cup had the highest goals per game average as only 16 teams participated that year with Hungary alone scoring 27 goals.
