The England international, 29, underwent a medical and agree personal terms before his move to Upton Park.

Downing was brought to Anfield in a £20m deal from Aston Villa in July 2011 by former manager Kenny Dalglish. In his 91 appearances he has managed only seven goals. He also failed to register a league goal or assist in his first season at the Merseyside club.
Downing revealed last December that he had been told he was surplus to requirements at Liverpool and now looks set to follow in the footsteps of Andy Carroll, who joined the Hammers earlier in the summer.
The former Middlesbrough player scored five goals in 45 appearances last season.
