Thus, one would be better off attempting this quest with a helicopter. This is especially helpful when flying under bridges with tight spaces under them, or those low and close to the surface of water.

Yes, GTA 5 Under the Bridge side quest counts towards 100% completion; however, you only need to fly under 25 bridges to contribute towards that achievement.
