To brew the oozing potion or any potion for that matter, you will need the brewing stand and blaze powder. Blaze powder can be obtained by going into the nether dimension via the nether portal, defeating the blaze mob, and then getting the blaze rod. The blaze rod can be converted into blaze powder using the crafting table.
Make sure to get a nether wart as well. Nether wart is absolutely necessary for making the awkward potion in Minecraft, which is a precursor to many potions, including the oozing potion.
