Throne and Liberty Material Transmutation system, explained
Throne and Liberty received a Material Transmutation system with patch 1.10.0, Call of The Spear. This new feature allows you to convert various items into materials for other items, including bound equipment and runes. Furthermore, based on the total value of items consumed, bound items help to increase the potential output item.

Material Transmutation in Throne and Liberty
Material Transmutation helps to transform various equipment items into other items. However, the grade of these items depends on the items that are consumed. When it comes to Runes, they can be transformed to make new Runes or Rune Fragments, but it will depend upon the total value of the Tunes that are consumed.

There are a total of five Conversion Tiers, with better rewards as you progress through them. Once you reach Conversion Tier 3 in equipment transformation, you will start receiving Epic equipment items as rewards. Similarly, upon reaching Conversion Tier 4 in rune transformation, you will begin receiving Chaos Runes as the converted rewards.

Keep in mind that the rewards you receive are randomized, so there's no guarantee of what you might get after conversion. However, you can choose a specific type of item as the conversion reward. Unfortunately, selecting a specific item will increase the costs compared to a regular Material Transmutation.
