The only way to get Toxel is to hatch 10 kilometer eggs. These eggs are rare enough as they are, but Toxel will only appear a fraction of the time.
Thankfully, players can purchase the Into the Wild Hatch event ticket for $5 USD. This ticket provides players with many helpful buffs for hatching eggs, like reducing hatch distance and increasing the chance of Toxel coming from 10 kilometer eggs.
