To OHKO Rock Infernape 7-star Tera Raids in Pokemon Scarlet and Violet, this strategy will involve boosting the power of Dialga's Steel Beam attack enough that it drops Rock Infernape in a single strike before it can summon its Tera Energy Shield. Fortunately, with four players and the right Pokemon, this should be quite straightforward, and you can find the team build below.

Keep in mind that all participants should have the highest possible IVs and levels for the best results, as the OHKO strategy may fail if Dialga or its allies are under-leveled or don't have quality IVs:

On Turn 1, have two Perrserker players use Fake Tears to Drop Infernape's Sp. Def stat.
Also on Turn 1, have the third Perrserker activate its Attack Cheer (Go all out!) to boost the party's Attack and Sp. Atk stats by 1.5x.
At the end of Turn 1, have Dialga attack with Steel Beam, which should immediately knock out Rock Infernape in a single hit.

This strategy operates by lowering Infernape's Sp.
