How 0.02 to 0.5 change is breaking Pokemon GO raids
According to a post by Pokeminers on Threads, dated September 7, 2024, Pokemon GO raid bosses had their Energy generation per health point lost increased from 0.02 to 0.5. This has led to the raid boss generating Energy to use Charged Attacks at an extremely fast rate. Subsequently, it is spamming these powerful moves at the raid attackers with unprecedented frequency.
Another altered Pokemon GO raid mechanic is leading to the Charged Attack spam from the raid boss. In the recently introduced covert update from Niantic — which it vaguely explained later — the raid boss can now use a Charged Attack every time it has one.
This is a departure from the previous state of affairs, where the raid boss had a 50% chance of using its Charged Attack every time it had enough energy. This was determined by a random number generator.
A combination of these two changes is allegedly breaking Pokemon GO raids as already-powerful raid bosses like Kyogre now can spam out Charged Attacks as if they are Fast Attacks. This article delves into more details.

Pokemon GO raid changes will potentially alter how this PvE mechanic in the game works forever
Pokemon GO players are used to a certain amount of difficulty level when it comes to raids. However, the recent changes have upped the ante in a way no one saw coming, causing the mechanic to feel broken.

Since larger groups inflict greater amounts of damage per second onto the raid boss, getting more energy for each point of damage means it gets to Charged Attacks extremely fast. Combined with the guaranteed usage of these moves, Pokemon GO raiders have to go through entire squads of attackers, where usually two or three critters sufficed when raiding with big groups.
While none of this is inherently broken, since defeating the raid bosses is still possible, it is much more of an uphill challenge. Moreover, taking higher-tier bosses is harder with smaller groups. It also means players might have to expend more Revives and Potions than before.
Whether these are positive changes or not remains to be seen. However, until further announcement, it is best for players to catch up with the updated Pokemon GO mechanics, especially with powerhouses like Kyogre, Groudon, and Zacian in the September 2024 lineup.
