"Seriously, where is it?": Pokemon GO Gen VIII Go All Out debut frustrates player

Pokemon GO's Max Out Season and GO All Out event have introduced several new Galar region Pokemon to the mobile title in recent days, but one addition has been pretty tough to find. Specifically, the Dragon/Ghost-type creature Dreepy was introduced during GO All Out, but according to Reddit posts like those by u/Skadferlyfe, many trainers are still asking the same question:

"Seriously, where is it?"

In Skadferlyfe's Reddit post using a classic Fairly Oddparents meme lamenting the lack of Dreepy appearances in GO All Out, Pokemon GO players shared their own experience. Many trainers who had been waiting for Dreepy's arrival haven't found one thus far, and those that have seem to be dissatisfied with the IVs of the Dreepy they've found, which isn't ideal for such a coveted new Pokemon.

During GO All Out, Dreepy can be found either in the wild in Pokemon GO or by hatching 10km eggs, but it appears trainers haven't had much luck with either method. Even when they do manage to get a Dreepy of their own, it appears most trainers get a Dreepy with poor IV stats that won't be of much good in battle if it evolves into its final form, the pseudo-legendary species Dragapult.

Even more unfortunately, many trainers who had caught Dreepy weren't familiar with its battle capabilities and either willingly or accidentally transferred it, losing an opportunity to evolve a Dragapult until another Dreepy was caught. This is understandable, as many Pokemon GO players aren't familiar with the core series games, so Dreepy's rarity and evolutions would be relatively unknown territory.

Whatever the case, the struggles of trainers during the GO All Out event are certainly leaving some unanswered questions. Why is Dreepy so hard to find? As a new arrival, shouldn't it pop up quite a bit alongside the other Galar region Pokemon?

Why Dreepy may have a rare appearance rate in Pokemon GO

So why are Pokemon GO trainers having such a tough time finding Dreepy during the GO All Out event? While Niantic hasn't said anything conclusive itself, the reasoning likely lies with the fact that Dreepy's final evolution Dragapult is a pseudo-legendary Pokemon. By and large, pseudo-legendaries and their evolutionary families are significantly less common than most other Pokemon.

Because pseudo-legendary Pokemon typically have better overall stats and can often also utilize rare type combinations (like Dragon/Ghost in Dreepy/Drakloak/Dragapult's case) or a diverse collection of different moves, it's likely that Niantic doesn't want them to be as readily accessible. Given Dragapult's presumptive power and status, Niantic likely wants trainers to work for one.

This is only one theory as to why Dreepy has been hard to find in Pokemon GO, and unless Niantic gives a particular reason, trainers are left to come up with their theories. Still, the fact that Dreepy evolves into a pseudo-legendary with impressive battle capabilities and a Dragon/Ghost-typing would seemingly at least be a contributing factor to why Dreepy is difficult to catch or hatch.
