Equip your diving gear and swim underwater towards the giant hole on the ocean floor. This will lead you to a white danger sign. Turn left from there and navigate through a narrow passage.
Once you resurface, you'll find yourself in a small dry area with the Merchant's hut. The merchant sells the Reinforced Rod for 20,000 C$.
