The two top matches going into Hell In A Cell 2017 are Jinder Mahal defending the WWE Championship against Shinsuke Nakamura and Shane McMahon taking on Kevin Owens facing Shane McMahon inside Hell In A Cell.
There are two other matches on the card, Usos challenging for the SmackDown Tag-Team Titles against The New Day, also inside the Cell. Natalya will defend her title against Charlotte.

There are no surprises as far as betting odds go. Both Jinder Mahal and Natalya look like they will retain their titles.

Author's take
There are two big takeaways from this, assuming that the odds are correct.
If Kevin Owens wins, it could lead to a big push for Owens. Whether that happens on SmackDown Live or RAW is a question for a later day. Personally, I hope he stays on SmackDown.
Lastly, Jinder Mahal looks set to win. However, if he loses, it will be so he can win back the championship in the Live Event in Delhi, India in December. This last one seems like a longshot though.
