As reported by Wrestlinginc, a possible reason behind this week’s RAW attendance being low is a snowstorm.
Apparently, Des Moines was hit by a snowstorm before this week’s RAW tapings in the city, owing to which the turnout at the show was low.

The WWE puts forth several shows in different cities—with television tapings of its flagship shows Monday Night RAW and SmackDown Live primarily taking place in the US.
This week’s edition of Monday Night RAW (February 5th, 2018) took place in Des Moines, Iowa.
The heart of the matter
This week’s edition of Monday Night RAW aired from the Wells Fargo Arena in Des Moines, Iowa, and featured several pivotal matchups ahead of the red brand’s Elimination Chamber PPV that takes place later this month.
While several members of the WWE Universe were in attendance to watch their favorite Superstars on RAW, the entire upper area of the venue is said to have been taped off.
The primary reason behind the same is said to have been the relatively low attendance for the event, owing to a snowstorm hitting the Des Moines area before RAW.
What’s next?
The next episode of Monday Night RAW airs from the SAP Center in San Jose, California on February 12th.
The event shall continue building towards the Elimination Chamber PPV that takes place on February 25th.

Honestly speaking, the very fact that fans turned out in droves to watch RAW, despite the snowstorm just goes to show how exciting the Road to Wrestlemania really is.
