Finn Balor is undoubtedly the underdog going up against Brock Lesnar at the Royal Rumble, as is any superstar. However, we've seen in recent times that Brock Lesnar actually matches up better with "smaller" superstars than he does with bigger ones such as Braun Strowman.
Braun Strowman was Brock Lesnar's originally scheduled opponent, but it seems as though he wasn't medically cleared on time, leaving WWE to write him out of the match in the storyline. As a result, Finn Balor was instantly one among four who inserted themselves in the Universal title picture.
He was pushed as an underdog from the start, with Vince McMahon questioning his place among the other three, primarily due to his size. However, he was made to go through a daunting task and proved himself, first beating Jinder Mahal to keep his #1 contenders shot, and then wrestling the match that same night.

Paul Heyman separating from Brock Lesnar is something that people have wanted to see for a while. They went with that story during the 2018 feud against Roman Reigns for SummerSlam, but it turned out to be one big ploy.
However, what if we got a flashback to Survivor Series 2002 where Heyman turned on Lesnar? Heyman turning on his client and helping Balor win would serve the purpose of putting Balor over while also simultaneously protecting Lesnar.
Moreover, it would add to the shock value. Would Heyman end up aligning himself with Balor? It would certainly prove to be the end of Lesnar's run in WWE.
