He is the only son of his African-American father, who works as a regional sales representative for Citizens Automobile and Recreation Finance, and his American mother, who works as a second-grade teacher.

Spencer went to Pinnacle High School in Phoenix, Arizona. He was an excellent player and a record breaker as he broke his high school passing record on his 18th birthday. Rattler accrued a total of 11,083 passing yards with 116 passing touchdowns in his high school career. He also rushed for a total of 1,040 yards and 14 touchdowns during his four years at Pinnacle High. He was named MVP of the Elite 11 in his senior season at The Opening in Texas.

Rattler appeared in a Netflix sports documentary series named QB1: Beyond the Lights, which was directed by Peter Berg. During his final season at Pinnacle High, he was suspended for violating a district code of conduct and was unable to play for the rest of the season. The quarterback initially claimed to have sprained MCL but was advised by the school administration to keep mute on the nature of the code of conduct violation.

Rattler had around 14 offers on the table from a number of colleges playing in the NCAA Division One by the end of his sophomore year at Pinnacle High. However, the quarterback committed to Oklahoma after an unofficial visit to the University in June 2017.
